Let me post it here to expedite the process and share with others.
Our IP address looks like http://12.345.678.912:55580/. We can save all pages and settings except this plugin settings.
It keeps referring to http://_:55580/.
Our server is behind a firewall and the Public IP is not from the server.

We modified line 1096 on wp-content/plugins/cj-supportezzy/framework/framework.php and it works now.
